The City of Davenport Lost A Good Man....

I heard sad news this morning, that long time Davenport citizen Bill Holgersen died Wednesday. Bill loved Davenport. Until recently, Bill lived at the corner of Elm & Jersey Ridge and ran at least twice for the 5th ward aldermanic seat. I believe Bill has served on the ZBA commission for over a decade and his death was unexpected.

Bill & his wife Shirley moved about a year ago to a smaller home without the big terraces, and smack dab in the 6th ward. It had been rumored Bill was considering a run for the 6th ward seat next year.

Bill was a big man with a big heart. He took his responsibilities seriuosly on the ZBA. It was typical for Bill to be walking in someones back yard, trying to figure out if a 2' variance into a setback would have any negative impact on the neighbor next door.

My prayers to Shirley and family. He was a really neat guy and will be missed by many.

* Quick update on changes to the blog. Blogger has a new version which allows additional features I want to utilize. I had hoped the conversion would be completed before Thanksgiving. Obviously, they have over promised and under delivered. So I will continue as-is, but look forward to the new features soon.

One of the good guys! He originally did the detective work and exposed Wayne Hean as a no good slumlord.

I knew Bill and he was truly a great man. He would have been a lot better Alderman than Wayne (never saw a camera he did not like) Hean.

Let us hope that we can find someone like him to replace the Moose in 07!

Bill ran against Hean in the old days when Hean had his ward wired, and he lost to the Hean machine. But, he later found out about Hean's two faced corrupt slumlordism, and made sure it got exposed. That was the beggining of the end for Heannie Weenie.

Too bad for the 5th Ward that their current alderman's investment properties on Bridge are a constant nuisance from all of the remodeling material throughout the yard and on the porch. This is why he wanted the NEO office eliminated, he's always in violation.

I think the shame and disgrace is how Lynn has conducted himself as an alderman. I'm sure Mr. Holgersen has been disappointed with Lynn's special favors. That is exactly why the NEO was underf fire from Alderman Lynn, because of how everyone (including Lynn) expected the double standard. A property down on 6th St. where a disabled man was repairing lawn mowers for his only source of income was forced to have all of his lawn mowers taken away because Mike Steen, Tony LaHood and Dan Lubell who don't even live in Davenport complained about the property. The neighbors never complained about the property. Never! The QCRPA used this property as an example of how the NEO was not doing their job. So why should the city ignore the same kind of mess created by Lynn? Maybe neither of these properties should receive notices, but the code enforcement officers will never be effective if the same old double standards created by our alderman, especially Lynn, continues.

Actually, I don't even like the QCRPA, but what you are saying is not fair. I remember seeing the mess you are talking about on the news. It was far more than a few simple lawnmowers. It was a disgusting eyesore\junkyard, and the old corrupt NEO refused to clean it up, all the while going after good landlords to get fines for torn screens. Also, Lynn's place is NOT a mess, and if it were it would be cited. So, the new fire department is being much more fair and balanced, and Bill Holgerson also wanted the old NEO to be put out of business.

The problem with this city is that the current council is being ran by so many special interest groups such as the QCRPA, DavenportONE. The landlords/six councilmen that started the demise of the NEO are the propblem! They ARE the slumlords! The fire department hasn't been doing a good job because they aren't do the job. The "Good Job" you are talking about is being preformed by four of the existing "corrupt" NEO officers the fire department had to retain just to take care of the complaints that are accuring. Get a clue you moron!! What landlord did by tearing appart the NEO was to ruffle a department that didn't want the inspections in the first place. Now Mike Ryan is out to make examples out of the slumlords by being tougher on those who can't run a tight ship. It will only a short time before the five stooges (you know who you are) will be crying to the coucil that they are being picked on. Justice will prevail!!!!

Welcome aboard the new future of Davenport, which is an inspection team that will not ignore the slums, like the old NEO did. And, by the way, I have no idea who you think the five stooges are. I beleive what Anon 2:50 is saying is that nothing has changed. The department is being ran by the same inspectors, now only just a few of them. And not that they are corrupt, but to to say that Ryan is the front man or mouth piece for work being preformed by the same people as before. What this council did was, in my eyes, wrong to get rid of a vital department without a plan. They dumped it on the fire department and now its going to cost me more in tax dollars when they have to create a new department to pick up the slack.

No, not true at all. The old department was corrupt in as much as they wanted to spend all day inspecting good properties that nobody cared about, finding infractions like a tear in a screen, writing it up and going back to inspect it, while ignoring the slums. The problem was that slum inspecting is a tough job, and there is a lot of fighting to do in order to whip it into shape or shut it down. The old NEO, with ten inspectors, did a lousy job. Currently, there are a few inspectors left due to senority. If they don't get the message of cracking down on slum properties, then Ryan will show them the door.

Mike Ryan did not 'get rid of' Lewis Washington. What he did was raise the stakes so when Washington crosses the new line, and he will, he could lose his license and be shut down. What Ryan hasn't done yet is tighten his ship to enforce any of the lines drawn by NEO or the legal department. There are many and they are lax. Mike Ryan needs to give every warning in a way that if he needs them in court (kangaroo or real court) they hold up. Time to end mixed messages coming out of the NEO Fire Dept and especially city legal. Mike Ryan is a smart guy and I'll bet he gets the right combinations going before too long. Get ready PD, you'll be needed. Right behind PD will be the judges. Then we'll see who has the right stuff to get crime under control in Davenport.

Not true, and I am not a QCRPA person, but there are inspections being done and I saw their members speak downtown many times. They always wanted inspections, but fair and equal inspections and that is what Ryan may be doing here, we can certainly hope. Now, is this just something from the paranoid poster, or is Dan the fly?

No, you are wrong. They have spent many years and have wasted many tax dollars eating up employee time trying to skirt their responsibilities as landlords. They pushed for longer inspection cycles so they don't have to keep their properties maintained as often, and have pushed for the city to go after the tenants they rent to rather than taking responsibility for the problems they cause. The vocal QCRPA is after one thing, and that is the almighty dollar, and they do it in the name of equal inspections, because the inspection process is a subjective and subject to scrutiny by those who violate it. A violation is a violation I don't care how minor it may be.

Secondly, the old NEO was fair. They worked with those landlords willing to work with the system and punished those who continually tried to play the system. I know for a fact that the perfect record Dan Lubell brags about with his properties was not a perfect record at all. But Dan was willing to work with the inspectors so they didn't record every violation because they knew he would have them taken care of in a timely fashion.

The old NEO was nothing but diplomatic with landlords, QCRPA or otherwise. But the ones doing all the complaining are those that didn't want to spend a dime maintaining their property, or don't want their so called buyers being reminded that they are still renting not buying. Isn't that right Dan?

I have owned my own property in Davenport for years, and I can tell you that the old NEO did not do their job. I can't tell you how many times I called to complain about slum properties. The old NEO ignored it. A violation is a violation, but the old NEO just let violations slide on crappy properties. The members of the QCRPA distributed example after example of this abuse that was well documented, and many neighbors called to complain as well. But, I don't think any of that even matters to you. You just keep bringing up that Dan guy when confronted by the facts.

Hey Dan(another word for idiot), Calling the whole NEO Dept. bad is equal to saying that all landlords are "slumlords" Pick your words abit better because there are still four of them employeed and more to be called back soon. You should be giving more thought to the Mike Loos ordeal. Sounds like a slander suit to me.
