"Beware Drunks" - Davenports New Slogon???

Time to take a break and say enough is enough. In this upcoming cycle for our Davenport alderman, they’re more liquor (new and renewals) applications then zoning, rezoning or anything that indicates a whiff of economic development.

The newest cancer for South of Locust is another Liquor Mart. This one called “The Liquor Outlet” at 512 N. Brady Street. Unfortunately, County Records doesn’t show this address, but I think enough folks know the area. And for those very thirsty, the “1st Stop” located at 1139 Brady Street is renewing their license as well.

And for those that really care, I see Blue Port is again renewing their outdoor service permit. Remember (right or wrong), when some alderman actually fought for what they thought was best for the community.

I think it was then 5th ward alderman Hean, which pushed a moratorium on the location and number of “adult” places. From what I recall, the theory was the ability to show a necessity of need as well as the appropriate zoning. Can’t we all agree we have enough businesses out there selling cheap liquor! Can’t we agree, that we shouldn’t allow these “Marts” to target junkies and the poorest of the poor?

You would have thought the city would have learned the lesson after that "Convienent Shop" opened on 3rd Street across from the YMCA.

Unless the alderman actually work with the state legislature to allow more local control, they will continue to fall back on the old "if we don't approve the license, the state will" argument.

Hey, what ever happened to free enterprise? Though I might agree with the fact that we have enough cheap liquor outlets, who are we to stand in the way of someone wanting to open a business? We start with liquor establishments and then we are deciding that we have enough Subways, Kwik Shops, HyVees, etc., etc.

At January 29, 2007 7:15 PM, Anonymous Anonymous said...

This location is terrible. It is close to the DOC and the blood donation place. This is a recipy for disaster. If you though the place across from the Y was a bad fit, this place is worse. The place by the Y is next to the temp place and this place is by the blood bank. Both attractions from transient troubled people.

Shelly is correct. But, a remedy may be an ordinance prohibiting the sale of liquor by correctional facilities, or blood banks or whatever. You get me.

At January 29, 2007 7:37 PM, Blogger The Colonel said...

You know, Anon 6:43 you almost have a point. But let me be very clear about the word ENOUGH...

We have ENOUGH opportunities for booze.

We have ENOUGH outlets, for minors to buy “mini-bottles”

We have ENOUGH places, for the distraught, sick and dependent to find their fix…

We have ENOUGH places to masquerade their booze selling for narcotics…

We have ENOUGH cheep places, for a quick 5th, for the drive to the tavern after the shift.

We have ENOUGH OWI’s that Scott County has the highest rate of drunk driving under the age of 25 in the entire State of Iowa…

We have ENOUGH “convenient” stores in Davenport, which sell more then 60% liquor and the remainder high sugar food for the junkies…

We Had ENOUGH of the State Legislature, that controls the price (and profit) of free flowing of booze.

I have lived ENOUGH. I have seen the damage of alcohol. I have lived the destructive nature of the lust of the drink. I have had ENOUGH…

How much of our local property taxes have been spent on alcohol and drugs? Isn't time to say, ENOUGH is ENOUGH

I Think So. So my apologies to Anon 6:43, but the hell with the “Free Enterprise”. The cost is more then you, I our this community can bare.

PS. I know the QC-Times folks check this site out every day. Feel free to publish - George

I like your response George. This is the essense of leadership: What price tag do you put on having fewer alcohol-related problems? You can certainly measure what the city and state will make on alcohol sales, but the value of the negative effects are unknown and unknowable. It takes leadership to put a value on them. So when are you running for mayor?

At January 29, 2007 9:36 PM, Anonymous Anonymous said...

So, will the public come and stand up for this issue at the meeting? Will the public contact an alderman to tell what is thought.

At January 29, 2007 10:02 PM, Anonymous Shelley said...

I also thought that the Zoning Board of Adjustment was supposed to make a determination to help out with these licenses-that somehow zoning was going to help with Class E licenses. They obviously are not helping, but acting as a rubber stamp. On any other zoning issue, neighbors would be notified and have the opportunity to register an objection. With a sufficient number of objections, the council would then require a super majority to approve. What happened to the process-it seemed to have the intention of curbing the number and siting.

I like to have a martini after work, but I am not an alcoholic. Guess what, there are thousands just like me. Let free enterprise prevail. The colonel is a sour old man who sounds like the prohibisionists in the 1920s. Look how well that worked? It is clear that the Colonel is a moralistic crusader, who is also a member of City staff by the way. Colonel, please defend the morality of what you are doing...How can you post your own private opinions while you are on the payroll sucking up taxpayer dollars?

It appears on the City website that this was turned down at the Zoning Board of Adjustment on first review on January 3rd, but approved on a secondary consideration on January 17th. Then referred to Public Safety for consideration on Febraury 1st. The location is in the 3rd Ward, so contact Keith Meyer see if he knows anything more about it. Also, It's not just the bloodbank, also consider that the correctional facility is still located lhalf a block away as well. Either way it's astounding that you can go to practically any corner downtown to buy liquor, but a grocery store cannot be found for miles.

Not sure I like the sweater part! But I really like the "working at city hall".

Wish it was true, could use a job that overpays with those kind of benefits.

What is it with you people, this is a public forum. Some of you act like 6th graders at recess, namecalling, etc. If you don't like Col, stay off of his blog, there are many more, or better yet if your ideas are so much better start your own, but take the juvenile behavior to the playground. These are places where adults converse and share opinions, we may not always or at anytime agree, but there is no place for the childish insults, and nasty personal remarks about people. Start your own gossip site, and say and call people whatever you want....

This went into a ZBA rehearing because of a Legal Department error.

I spoke against this proposal on two occasions as did a number of neighboring businesses.

The owner is saying he is going to run a reputable business and not one that creates problems. I do not doubt his intentions.

As I stated at the ZBA meetings the risk is too high that there will be problems and once the license is issued there is little the City can do.

It is necessary here on Brady Street to understand history, to understand neighborhoods and to understand human behavior.

The proposal is being brought forward with hours of operations restrictions.

Alderman Meyer
When can we get a Walgreens or a CVS or whatever they call real drug stores downtown? I am one of probably a couple thousand people who work downtown and wouldn't mind a place where I could pick up a prescription on my lunch hour or a gallon of milk -or a bottle of scotch-depending on the work day- on my way home...

This area is a pretty neat one. The building is the one by the running club I think. I hope it is a classy place, but somehow I doubt it. There is constant trouble in front of the blood bank there, alway traffic and people hanging out there. I can't even believe the council will allow a trashy liquor mart there, then again, I can't believe they allowed one on Washington in the middle of a residential neighborhood. Who is planning this city anyway?

At January 30, 2007 11:15 PM, Anonymous Anonymous said...

This is going to be on the Brady one way. What are the parking requirements for the Mart and how does the business plan to meet them?

At January 31, 2007 1:05 AM, Anonymous Anonymous said...

11:15 you are missing something. I agree with your thought process but unfortunately some don't. Parking requirements, business plam, actually planning of any kind are not required of this kind of deal. Most of the bloggers will tell you all of that is covered under the "premise" of free enterprise. Ok, lets pretend free enterprise is fine, we sacrific the rest of the area to slums?

At January 31, 2007 7:10 AM, Blogger QuadCityImages said...

If only it was easier to yank liquor licenses after approving them. I wish there was like a 30 day provisional license or something. If you make it the 30 days without becoming a crime hot spot, maybe then you get a 60 day license, etc. This would allow a bad business only 30 days to screw us, but still allow people with "good intentions" to have a go at opening a business like this.

At January 31, 2007 8:58 AM, Anonymous Anonymous said...

I like your idea QCI.
The only bad thing is the state has final say.

At January 31, 2007 11:09 AM, Anonymous Anonymous said...

Hey George....So I may like a beer now and then...but I will tell you it is NONE of YOUR damn business! It is free enteprise, and if the demand wasn't there, then the business wouldn't be there! Get a job and quit trying ot push off YOUR desires on everyone else!

At January 31, 2007 12:06 PM, Anonymous Anonymous said...

I disagree. There is not the demand for liquor here, we have enough. In Davenport, we don't make decisions based upon demand. If we did ,then more biz would be successful and we would have a lot less housing. We are an area of unrealalistic wanters.

At January 31, 2007 8:49 PM, Blogger The Colonel said...

Ok, First, I enjoy a beer like most folks. Hell, a night with the boys and a cocktail OR two is ok. But we live in the reality of point .08!

Check out the daily postings in the QC Times and see how many 21 to 28 year old kids get busted for OWI.

Free enterprise? Well then what the hell!! Demand for prostitution, weed, meth and such should trump law. Screw it all. Let's do what ever makes US happy.

Call me stupid, but when should a council say enough is enough.

Maybe when liquor drives development, we MIGHT want to rethink a thing or two.

Call me crazy…

I can't figure him out really, he criticizes those who live SOLO for opposing bad projects calling us hyenas and poor haters and then he goes an opposes a bad business here. Actually this biz will support the kind of people the bad project promote here. Transient and poor with alcohol problems. Are you bi-polar Colonel?

Have you figured out yet that low income rental housing is not economic development?

At February 02, 2007 11:44 AM, Anonymous Anonymous said...

I just love that the only people who support the low income concentration south of locust at those who do not live south of locust. The rest of us who do, apparently understand urban planning. We understand it even better then the staff who are trained in it. But, when we try and promote planning, we are called NIMBY. Fancy that.

At February 03, 2007 12:08 PM, Anonymous Anonymous said...

I think that was an opinion stated by one of the qcrpa funded aldermen, that trying to plan for development amounted to NIMBY. While steam rolling over the NEO office and creating a welcome environment for bad land lords and slum properties mostly effecting SOLO.
